?subject=Meta%3A%20Building%20AI%20Technology%20for%20Europeans%20in%20a%20Transparent%20and%20Responsible%20Way&body=Update%20on%20June%2014%2C%202024%20at%207%3A30am%20PT%3A%20We%E2%80%99re%20disappointed%20by%20the%20request%20from%20the%20Irish%20Data%20Protection%20Commission%20%28DPC%29%2C%20our%20lead%20regulator%2C%20on%20behalf%20of%20the%20European%20DPAs%2C%20to%20delay%20training%20our%20large%20language%20models%20%28LLMs%29%20using%20public%20content%20shared%20by%20adults%20on%20Facebook%20and%20Instagram%C2%A0%20%E2%80%94%20particularly%20since%20we%20incorporated%20regulatory%20feedback%20and%20the%20European%20DPAs%20have%20been%20informed%20since%20March.%20This%20is%20a%20step%20backwards%20for%20European%20innovation%2C%20competition%20in%20AI%20development%20and%20further%20delays%20bringing%20the%20benefits%20of%20AI%20to%20people%20in%20Europe.%20We%20remain%20highly%20confident%20that%20our%20approach%20complies%20with%20European%20laws%20and%20regulations.%20AI%20training%20is%20not%20unique%20to%20our%20services%2C%20and%20we%E2%80%99re%20more%20transparent%20than%20many%20of%20our%20industry%20counterparts.%20We%20are%20committed%20to%20bringing%20Meta%20AI%2C%20along%20with%20the%20models%20that%20power%20it%2C%20to%20more%20people%20around%20the%20world%2C%20including%20in%20Europe.%20But%2C%20put%20simply%2C%20without%20including%20local%20information%20we%E2%80%99d%20only%20be%20able%20to%20offer%20people%20a%20second-rate%20experience.%20This%20means%20we%20aren%E2%80%99t%20able%20to%20launch%20Meta%20AI%20in%20Europe%20at%20the%20moment.%C2%A0%C2%A0%20We%20will%20continue%20to%20work%20collaboratively%20with%20the%20DPC%20so%20that%20people%20in%20Europe%20have%20access%20to%20%26%238211%3B%20and%20are%20properly%20served%20by%20%26%238211%3B%20the%20same%20level%20of%20AI%20innovation%20as%20the%20rest%20of%20the%20world.%20This%20delay%20will%20also%20enable%20us%20to%20address%20specific%20requests%20we%20have%20received%20from%20the%20Information%20Commissioner%E2%80%99s%20Office%20%28ICO%29%2C%20our%20UK%20regulator%2C%20ahead%20of%20starting%20the%20training.%20%26nbsp%3B%20Originally%20published%20on%20June%2010%2C%202024%20at%206am%20PT%3A%20For%20years%2C%20we%E2%80%99ve%20been%20working%20hard%20to%20build%20the%20next%20generation%20of%20AI%20features%20across%20our%20family%20of%20apps%20and%20devices.%20And%20this%20year%2C%20we%20plan%20to%20expand%20AI%20at%20Meta%20%26%238211%3B%20our%20collection%20of%20generative%20AI%20features%20and%20experiences%20along%20with%20the%20models%20that%20power%20them%20%26%238211%3B%20to%20people%20in%20Europe.%20AI%20at%20Meta%20is%20already%20available%20in%20other%20parts%20of%20the%20world.%20This%20includes%20Llama%20%26%238211%3B%20our%20state-of-the-art%20open%20source%20large%20language%20model%20%26%238211%3B%20and%20the%20Meta%20AI%20assistant%20%26%238211%3B%20the%20most%20intelligent%20AI%20assistant%20you%20can%20use%20for%20free.%20To%20properly%20serve%20our%20European%20communities%2C%20the%20models%20that%20power%20AI%20at%20Meta%20need%20to%20be%20trained%20on%20relevant%20information%20that%20reflects%20the%20diverse%20languages%2C%20geography%20and%20cultural%20references%20of%20the%20people%20in%20Europe%20who%20will%20use%20them.%20To%20do%20this%2C%20we%20want%20to%20train%20our%20large%20language%20models%20that%20power%20AI%20features%20using%20the%20content%20that%20people%20in%20the%20EU%20have%20chosen%20to%20share%20publicly%20on%20Meta%E2%80%99s%20products%20and%20services.%20If%20we%20don%E2%80%99t%20train%20our%20models%20on%20the%20public%20content%20that%20Europeans%20share%20on%20our%20services%20and%20others%2C%20such%20as%20public%20posts%20or%20comments%2C%20then%20models%20and%20the%20AI%20features%20they%20power%20won%E2%80%99t%20accurately%20understand%20important%20regional%20languages%2C%20cultures%20or%20trending%20topics%20on%20social%20media.%20We%20believe%20that%20Europeans%20will%20be%20ill-served%20by%20AI%20models%20that%20are%20not%20informed%20by%20Europe%E2%80%99s%20rich%20cultural%2C%20social%20and%20historical%20contributions.%20Meta%20is%20not%20the%20first%20company%20to%20do%20this%20%26%238211%3B%20we%20are%20following%20the%20example%20set%20by%20others%2C%20including%20Google%20and%20OpenAI%2C%20both%20of%20which%20have%20already%20used%20data%20from%20European%20users%20to%20train%20AI.%20Our%20approach%20is%20more%20transparent%20and%20offers%20easier%20controls%20than%20many%20of%20our%20industry%20counterparts%20already%20training%20their%20models%20on%20similar%20publicly%20available%20information.%20We%20Are%20Committed%20to%20Developing%20AI%20Responsibly%20and%20Transparently%20Building%20this%20technology%20comes%20with%20the%20responsibility%20to%20develop%20best%20practices%20and%20policies%20that%20adhere%20to%20local%20laws%20and%20regulations.%20In%20line%20with%20this%20commitment%2C%20we%20are%20in%20consultation%20with%20our%20lead%20privacy%20regulator%20in%20the%20EU%2C%20the%20Irish%20Data%20Protection%20Commission%2C%20and%20have%20incorporated%20their%20feedback%20to%20date%20to%20ensure%20that%20the%20way%20we%20train%20AI%20at%20Meta%20complies%20with%20EU%20privacy%20laws.%20We%20also%20continue%20to%20work%20with%20experts%20like%20academics%20and%20consumer%20advocates%20to%20ensure%20that%20what%20we%20build%20follows%20best%20practices.%20We%20want%20to%20be%20transparent%20with%20people%20so%20they%20are%20aware%20of%20their%20rights%20and%20the%20controls%20available%20to%20them.%20That%E2%80%99s%20why%2C%20since%2022%20May%2C%20we%E2%80%99ve%20sent%20more%20than%20two%20billion%20in-app%20notifications%20and%20emails%20to%20people%20in%20Europe%20to%20explain%20what%20we%E2%80%99re%20doing.%20These%20notifications%20contain%20a%20link%20to%20an%20objection%20form%20that%20gives%20people%20the%20opportunity%20to%20object%20to%20their%20data%20being%20used%20in%20our%20AI%20modelling%20efforts.%C2%A0%20In%20the%20development%20of%20our%20notifications%2C%20we%20reviewed%20the%20approach%20of%20our%20industry%20counterparts%20as%20well%20as%20our%20previous%20policy%20update%20notifications.%20As%20a%20result%2C%20we%20made%20our%20form%20easier%20to%20find%2C%20read%20and%20use%20than%20those%20offered%20by%20other%20companies%20offering%20generative%20AI%20in%20the%20EU%3A%20it%20can%20be%20accessed%20with%20just%20three%20clicks%20and%20requires%20fewer%20fields%20to%20be%20completed.%20To%20further%20aid%20understanding%2C%20we%20also%20designed%20it%20to%20be%20more%20accessible%20to%20people%20with%20a%20lower%20reading%20age%2C%20even%20though%20we%20are%20not%20training%20our%20Llama%20models%20on%20content%20from%20accounts%20of%20Europeans%20under%20the%20age%20of%2018.%C2%A0%20We%20are%20honouring%20all%20European%20objections.%20If%20an%20objection%20form%20is%20submitted%20before%20Llama%20training%20begins%2C%20then%20that%20person%26%238217%3Bs%20data%20won%26%238217%3Bt%20be%20used%20to%20train%20those%20models%2C%20either%20in%20the%20current%20training%20round%20or%20in%20the%20future.%20To%20be%20clear%2C%20our%20goal%20is%20to%20build%20useful%20features%20based%20on%20information%20that%20people%20over%2018%20in%20Europe%20have%20chosen%20to%20share%20publicly%20on%20Meta%E2%80%99s%20products%20and%20services%2C%20such%20as%20public%20posts%2C%20public%20comments%2C%20or%20public%20photos%20and%20their%20captions.%20Models%20may%20be%20trained%20on%20people%E2%80%99s%20publicly%20shared%20posts%2C%20but%20it%E2%80%99s%20not%20a%20database%20of%20each%20person%E2%80%99s%20information%20nor%20is%20it%20designed%20to%20identify%20any%20individual.%20Rather%2C%20these%20models%20are%20built%20by%20looking%20at%20people%E2%80%99s%20information%20to%20identify%20patterns%2C%20like%20understanding%20colloquial%20phrases%20or%20local%20references%2C%20not%20to%20identify%20a%20specific%20person%20or%20their%20information.%C2%A0%20As%20we%E2%80%99ve%20said%2C%20we%20do%20not%20use%20people%26%238217%3Bs%20private%20messages%20with%20friends%20and%20family%20to%20train%20our%20AI%20systems.%20In%20the%20future%2C%20we%20anticipate%20using%20other%20content%2C%20such%20as%20interactions%20with%20AI%20features%20or%20chats%20with%20a%20business%20using%20AI%20at%20Meta%20AI.%C2%A0%20Like%20many%20industry%20counterparts%20that%20have%20come%20before%20us%20in%20training%20large%20language%20models%20using%20Europeans%E2%80%99%20data%2C%20to%20do%20this%20work%20in%20the%20EU%2C%20we%20will%20rely%20on%20a%20legal%20basis%20of%20%E2%80%98Legitimate%20Interests%E2%80%99%20to%20comply%20with%20the%20EU%E2%80%99s%20General%20Data%20Protection%20Regulation%20%28GDPR%29.%20We%20believe%20this%20legal%20basis%20is%20the%20most%20appropriate%20balance%20for%20processing%20public%20data%20at%20the%20scale%20necessary%20to%20train%20AI%20models%2C%20while%20respecting%20people%E2%80%99s%20rights.%C2%A0%20We%20feel%20a%20responsibility%20to%20build%20AI%20that%20is%20not%20forced%20on%20Europeans%20but%20actually%20built%20for%20them.%20To%20do%20that%20while%20respecting%20European%20users%E2%80%99%20choices%2C%20we%20think%20the%20right%20thing%20to%20do%20is%20to%20let%20them%20know%20of%20our%20plans%20and%20give%20them%20the%20choice%20to%20tell%20us%20if%20they%20don%E2%80%99t%20want%20to%20participate.%20And%20we%20believe%20the%20best%20way%20to%20strike%20this%20balance%20is%20for%20companies%20to%20be%20transparent%20about%20the%20information%20their%20AIs%20are%20using%20while%20providing%20users%20with%20prominent%20controls%20to%20opt-out%20of%20those%20uses%20if%20that%20is%20their%20preference.%20This%20is%20precisely%20what%20we%20have%20done.%20Europe%20is%20at%20a%20Crossroads%20As%20Europe%20stands%20at%20the%20threshold%20of%20society%E2%80%99s%20next%20major%20technological%20evolution%2C%20some%20activists%20are%20advocating%20extreme%20approaches%20to%20data%20and%20AI.%20Let%E2%80%99s%20be%20clear%3A%20those%20positions%20don%E2%80%99t%20reflect%20European%20law%2C%20and%20they%20amount%20to%20an%20argument%20that%20Europeans%20shouldn%E2%80%99t%20have%20access%20to%20%E2%80%94%20or%20be%20properly%20served%20by%20%E2%80%94%20AI%20that%20the%20rest%20of%20the%20world%20has.%20We%20deeply%20disagree%20with%20that%20outcome.%C2%A0%20As%20one%20of%20the%20most%20influential%20regions%20in%20the%20world%2C%20Europe%20has%20the%20potential%20to%20be%20a%20competitive%20leader%20in%20AI%20innovation.%20But%20questions%20still%20remain%3A%20will%20Europeans%20have%20equal%20access%20to%20groundbreaking%20AI%3F%20Will%20AI%20experiences%20reflect%20our%20culture%2C%20humour%20and%20history%3F%20Or%20does%20Europe%20want%20to%20watch%20as%20the%20rest%20of%20the%20world%20benefits%20from%20truly%20innovative%20technology%20that%20builds%20community%20and%20drives%20growth%3F%C2%A0%20AI%20is%20the%20next%20frontier%20in%20innovation.%20We%26%238217%3Bre%20living%20in%20one%20of%20the%20most%20exciting%20technological%20moments%20in%20a%20generation%2C%20where%20breakthroughs%20are%20happening%20in%20front%20of%20our%20eyes%20and%20the%20possibilities%20are%20endless.%20And%20at%20Meta%2C%20we%20want%20Europeans%20to%20be%20part%20of%20it.%20%20%20%20Read%20at%20https%3A%2F%2Fabout.fb.com%2Fnews%2F2024%2F06%2Fbuilding-ai-technology-for-europeans-in-a-transparent-and-responsible-way%2F
