Bug #1420421 “Enterprise Upgrade Test” : Bugs : charm-mariadb

There was a proposed in-place upgrade test that validated the community => enterprise edition upgrade. This has sensitive credentials that were embedded in the test. As this is not a valid path forward for CI we need to address this by providing some credential management outside of the charm that the test can call to obtain any secret keys we need.
