Meowth can be found on Trophy Garden, but i am not sure if you need to beat elite4 before. (its harshly difficult to get, you gotta be patient)you have to beat the elite four and go to the trophy garden and a guy will tell u i a rare Pokemon is there.or u can use a honey its randomMeowth can be found in the trophy garden or by using honey. You have to beat the Elite Four and after that go to the Pokemon mansion and talk to the owner. He'll tell you that he saw a rare Pokemon in the garden if you say that you're envious of him. NOTE: This doesn't garuntee that it will be Meowth. It might also be other rare Pokemon such as Castform, Igglybuff, Porygon and so on.
