You have to fix the radio tower in Lavender town. To start you go to the power plant and go talk to the people and on your way out a guy will stop you and tell you a part is missing and a shady guy hass been hanging around the Cerulian Gym. Go inside and the Team Rocket guy will run into you then run out. Go to the bringe in the north of town and beat him in a fight. Go back to the gym and walk counter-clockwise around the pool and go up to the inner tubes on the left side. You will find the part, then go give it to the guy in the power plant. After that go to Lavender town and go in the radio tower and you can talk to a guy to get an update to your radio. Then fly to Vermilion City and go to the fron of Diglet Cave (where Snorlax is) and open your pokegear and go to the radio tool. Use the touch screen and manually move the dot to the top of the circle which will turn on the Poke Flute music. After you turn it on talk to Snorlax. It should attack you.
