Way #3 (Anyone) If you have a yellow magikarp (pre-evolved form of a red gyarados) Level it up to 20 and it would evolve into a red gyarados. Way #4 (Anyone) If your friends have a yellow magikarp or a red gyarados, you could trade with your friend/s. Way #5 (People who have both national pokedex and Gen I, II or III game) go to Pal Park (Near Route 221) and migrate a Pokemon from a previous Pokemon game, then catch it using a Park Ball.
