Well, in Pokemon Diamond, Pearl and Platinum, you cannot obtain Ho-Oh or Lugia during normal gameplay. However, if you get your National Pokedex (I'm not sure if you have to beat the Elite Four and the Champion too) and go to the Pal Park (south of Sandgem Town, you'll see a watery route leading south of it). Professor Oak will tell you about the Pal Park a little when you get your National Pokedex. After you accomplish that, you have to use a copy of Pokemon FireRed, LeafGreen, Ruby, Sapphire or Emerald (only works with the original DS or the DS lite) and put it in the GBA slot of your system. Boot up your Pokemon DS game and on the start menu instead of continuing there should be a new option called "Migrate from _____" (whatever game you have in the GBA slot. Do that. You'll have to wait 24 hours without changing your DS clock for the Pokemon to get ready to migrate. The next day at that time or later you can go to the Pal Park and talk to the worker person at the counter and he'll ask you if you want to participate in a Catching Show. Say yes and he'll let you in to catch your Pokemon. WARNING: ONCE YOU MIGRATE YOUR POKEMON YOU CANNOT GET THEM BACK ONTO THE GAME PAK YOU MIGRATED THEM FROM.
