You have to go to the underground part of Goldenrod and go to the upper part of it. There should be a little part of it with a TR member and a Camera. Talk to the Team Rocket member and he'll give you the team Rocket outfit. Go to the Radio Tower and your rival will recognize you once they let you up the stairs. Just keep on heading up till you reach the Director. He's really a Team Rocket head in disguise. Defeat him and he'll give you the basement key. Go back to the underground and use the key on the door in the south part of the underground. Then you'll have to battle your rival. Then solve the TR puzzle to get to the real director and get the key to get to the new TR head. Go back to the Radio Tower and on the 2nd or 3rd floor there should be a door locked. Unlock it with the key and keep on going up till you get to the very top where the head should be. Defeat him and Team Rocket will then be disband forever
