When you arrive in Goldenrod City, head toward the northeast part of the city, but if you go past the railroad tracks, you've gone too far. Once you are in the northeast part of the city, head south and you should come to a building in a little nook in the city. Enter the building and the man inside will let you borrow a bike. (He will call you back at some point to tell you that you can keep the bike. How neat...)
