You Have To Get Past Sunnyshore. Then You Have To Have The TM Surf, And Waterfall To Get To There, Then You HAve To Go Through A Big Cave! Then You Are There!Thank You For Asking This Question.shaymin98 (i ♥ Zebra♥s)After battling Lugia at the whirl islands between olivine city and cianwood, go to new bark town and surf the water at the east part of town. Go into the cave (tohjo falls) and surf the water until you hit the water fall. Use waterfall to travel up it and travel right then go down the other waterfall. Exit the cave and travel right. Surf east and when you hit the whirlpool, you can either go through it using whirpool or go up onto ground and go around it. Keep heading east then north all the way and that's when you'll get to the Pokemon league reception gate in rt. 26. After passing through it, you'll end up in Victoria road which is a cave. Whatever you do, keep in mind to travel north. When you're about to exit the cave, Heart will appear and you will have to battle him. Fire type attacks would probably be the best to use. Once you're out of the cave, you will be in Indigo Plateau. Head north and enter the door. Heal your Pokemon at the left side and if you want, buy things at the right then go up the middle stairs. Talk to the red guy guarding the entrance, he will move and you will be at the first elite four. I hope this walktrhough helped!
