How about the explanation that the countries people are are escaping from are already Communist and Socialist? And that those governmental systems are designed to create two classes, the very rich ruling class, and the very poor everybody else. If bishops believe the first theory, that wealthy nations exploited the poorer countries and caused difficult living conditions, then they are either ignorant or lying to themselves. A recent case study of this phenomenon can be had by looking at what happened in our lifetimes in Venezuela.
